The Indiana Department of Transportation announces a road closure on U.S. 35 just south of U.S. 30 beginning Monday, May 4.
U.S. 35 will be closed .43 miles south of U.S. 30 for a thin bridge deck overlay. The project is expected to be completed in the beginning of June, 2020. All work is weather dependent.
Drivers should seek an alternate route. The official detour will follow State Road 8, State Road 39 and U.S. 30.
Tippecanoe Valley High School (TVHS) is honored to announce the Valedictorian and Salutatorian for the 2019-2020 School Year.
Kirstyn Yoder has been named TVHS Valedictorian. Kirstyn is the daughter Christopher and Tracy Yoder. Kirstyn plans to attend Purdue University with a double major in Actuarial Science and Statistics and a minor in Business Management.
At TVHS, Kirstyn was involved in the following clubs/organizations: National Honor Society President, Kosciusko Youth Leadership Academy, Softball, Academic Team, Girls Who Code, and Leo Lions Club Treasurer. Kirstyn was also named one of Kosciusko County's 2020 Lily Scholars.
Quintin B. Allen has been named TVHS Salutatorian. Quintin is the son of Jacquelyn Apt.
Quintin plans to attend University of Washington in Seattle to study Biology (specifically Paleo Biology).

Quintin also was chosen to participate in the Molecular Medicine in Action program by Riley Hospital for Children and IU School of Medicine. The Kroger Co., America’s largest supermarket, and the United Food and Commercial Workers International Union (UFCW), America’s largest food and retail union, issued a joint statement calling on federal and state government to take swift action to designate associates at grocery stores as “extended first responders” or “emergency personnel.”
The statement follows both Kroger’s and the UFCW’s direct advocacy on this topic with elected officials over the last five weeks. Kroger Chairman and CEO Rodney McMullen and UFCW International President Marc Perrone released the following statement: “Since the onset of this pandemic, Kroger family of companies associates, who are also members of the UFCW, have been working tirelessly to make sure that millions of American families have the fresh food and products they need. As all Americans are now witnessing - grocery workers play a critical role in our communities and they must be protected.
“Working together, Kroger and the UFCW have already taken significant steps to keep Kroger associates safe and reward them for their incredible sacrifices throughout this ongoing crisis. The truth is more must be done and it must be done now. “Given the significant daily risk these workers face, we are calling on all of our federal and state leaders to take immediate action. Specifically, we are requesting our nation’s leaders to assign a temporary designation of first responder or emergency personnel status for all grocery workers. Make no mistake, this designation is absolutely critical as it will ensure these frontline workers have priority access to personal protection equipment like masks and gloves.
“This urgent call for temporary first responder or emergency personnel status is not just about protecting grocery store workers; it is also about protecting the customers they serve and our nation's food supply in general.
“We urge our national and statewide elected leaders to act now and protect these essential workers.”
Agricultural producers now have more time to repay Marketing Assistance Loans (MAL) as part of the U.S. Department of Agriculture’s implementation of the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020. The loans now mature at 12 months rather than nine, and this flexibility is available for most commodities.
“Spring is the season when most producers have the biggest need for capital, and many may have or are considering putting commodities under loan. Extending the commodity loan maturityaffords farmers more time to market their commodity and repay their loanat a later time,” said U.S. Secretary of Agriculture Sonny Perdue. “We are extremely pleased that USDA can offer these marketing flexibilities at this critical time for the agriculture industry and the nation.”
Effective immediately, producers of eligible commodities now have up to 12 months to repay their commodity loans. The maturity extension applies to nonrecourse loans for crop years 2018, 2019 and 2020.Eligible open loans must in good standing with a maturity date of March 31, 2020, or later or new crop year (2019 or 2020) loans requested by September 30, 2020. All new loans requested by September 30, 2020, will have a maturity date 12 months following the date of approval.
The maturity extension for current, active loans will be automatically extended an additional 3 months. Loans that matured March 31 have already been automatically extended by USDA’s Farm Service Agency (FSA). Producers who prefer a nine-month loan will need to contact their local FSA county office. Loans requested after September 30, 2020, will have a term of nine months.
Eligible commodities include barley, chickpeas (small and large), corn, cotton (upland and extra-long staple), dry peas, grain sorghum, honey, lentils, mohair, oats, peanuts, rice (long and medium grain), soybeans, unshorn pelts, wheat, wool (graded and nongraded); and other oilseeds, including canola, crambe, flaxseed, mustard seed, rapeseed, safflower, sunflower seed, and sesame seed. Seed cotton and sugar are not eligible.
About MALs
Placing commodities under loan provides producers interim financing to meet cash flow needs without having to sell their commodities when market prices are low and allows producers to store production for more orderly marketing of commodities throughout the year.
These loans are considered nonrecourse because the commodity is pledged as loan collateral, and producers have the option of delivering the pledged collateral to the Commodity Credit Corporation (CCC) for repayment of the outstanding loan at maturity.
MAL Repayment
Under the new maturity provisions, producers can still repay the loan as they would have before the extension:
Marketing Loan Gains
A Marketing Loan Gain occurs when a MAL is repaid at less than the loan principal. If market gain is applicable during the now-extended loan period, producers can receive a gain on the repayment made before the loan matures.
For more information on MALs, contact the nearest FSA county office. USDA Service Centers, including FSA county offices, are open for business by phone appointment only, and field work will continue with appropriate social distancing. While program delivery staff will continue to come into the office, they will be working with producers by phone and using online tools whenever possible. All Service Center visitors wishing to conduct business with the FSA, Natural Resources Conservation Service, or any other Service Center agency are required to call their Service Center to schedule a phone appointment. OF THE FULTON COUNTY BOARD OF COMMISSIONERS
Whereas, Fulton County, along with many other counties and all fifty (50) states, has experienced confirmed cases of the Coronavirus (COVID-19) and;
Whereas, COVID-19 is a respiratory virus that can result in serious illness and death and is easily transmitted from person to person, and;
Whereas, on January 31, 2020 the United States Department of Public Health and Human Services Secretary declared a public emergency for COVID-19, and;
Whereas, on March 6, 2020 Governor Eric J. Holcomb issued his Declaration of Public Health Emergency for the State of Indiana for COVID-19, and;
Whereas, despite mitigation steps being taken in Indiana, this virus remains a serious threat to the health, safety, and welfare of the residents of Fulton County, and further efforts are needed to address, control, and reduce the evolving threat posed by COVID-19;
Whereas, in consultation with and concurrence with the Fulton County Health Department Health Officer, the Fulton County Commissioners have rendered a decision that aggressive social distancing and other measures must be employed and followed by all in Fulton County to slow and contain the spread of COVID-19;
Whereas, the Board of Commissioners of Fulton County, pursuant to IC 36-8-2-4 and IC 36-8-2-5, has the authority to regulate conduct that might endanger public health, safety or welfare and to impose restrictions to prevent the transmission of diseases;
Whereas, due to the potential severity of COVID-19 and the need to take urgent action, the following is effective as of 11:59 p.m. on Wednesday, April 8, 2020 until 11:59 p.m. Monday, April 20, 2020.
NOW, THEREFORE, the Board of Commissioners of Fulton County, do hereby:
1. Declare that a public health emergency exists in Fulton County due to COVID-19.
2. Order that Fulton County pursuant to IC 10-14-3-29.5 be placed under a “YELLOW” travel alert, which means that routine travel or activities may be restricted in areas because of a hazardous situation, and individuals should use caution or avoid those areas.
3. Extend the Governor’s Executive Order to Stay-At-Home until 11:59 p.m. Monday, April 20, 2020.
4. Order only essential governmental functions and essential businesses, as defined in Executive Order 20-18, can remain open. All other, non-essential businesses, shall remain closed.
5. Prohibits all public and private gathering of any kind of more than ten (10) people.
6. Requires all employers, regardless of type, to continue to comply with the Indiana Occupational Safety and Health Administration (IOSHA) standards for safety and health as established and enforce by IOSAH.
7. All persons leaving their homes or residences in Fulton County must do so, only for essential activities.
8. All places of public amusement in Fulton County, whether indoors or outdoors, including locations with amusement rides, carnivals, amusement parks, water parks, aquariums, zoos, museums, arcades, fairs, children’s play centers, playgrounds, funplexes, theme parks, bowling alleys, golf courses, movie and other theaters, concert and music halls, and country clubs or social clubs, shall be closed.
9. All persons in Fulton County must all times and as reasonably possible, maintain social distancing of at least six (6) feet from any other person, with the exception of family of household members.
10. Essential retail business establishments include grocery stores, supermarkets, supercenters or mass merchandizers (provided they have a sizable food/grocery section ), specialty food stores, certified farmer’s markets, farm and produce stands, convenience stores and gas stations, pharmacies, auto sales, auto supply, auto maintenance and repair, farm equipment, construction equipment, bicycle shops, hardware and supply stores, office supply stores, pet supply stores, club stores (provided they have a sizable food/grocery section), building material and supply stores may remain open as long as the following items are adhered to:
a. Limit the number of customers in establishment at any given time;
b. Implement hours for elderly and other vulnerable populations, as well as limit hours of operation to restock and clean the establishment;
c. Comply with all mitigation measures to protect employees and the public;
d. Maintain six (6) feet separation distance between customers, and customers and store employees;
e. Enforce six (6) feet separation distances at places where lines of customers tend to form;
f. Make hand sanitizer or disinfecting wipes readily available to employees and customers.
11. When conducting essential purchases in Fulton County individuals are required to adhere to the following:
a. All individuals in Fulton County should postpone making in-person purchases of goods and services;
b. All individuals in Fulton County shall use online or call-in ordering of goods and services with either delivery or curbside pickup to the greatest extent practicable;
c. All professional services should be conducted virtually or by telephone;
d. In instances where an individual must visit a retail business, an individual should limit the number and frequency of retail businesses visited to purchase goods and services;
e. All individuals in Fulton County should limit the number of household members who travel to and enter a store(s) to one (1) person per household;
f. In instances where an individual must visit a retail business only necessity items shall be purchased.
12. All campgrounds within Fulton County will be closed, except to persons residing in recreational vehicles (RVs) or cabins at the campground year-round.
13. A knowing violation of Executive 20-18 issued pursuant to Indiana’s Emergency Disaster Law is a class B misdemeanor, punishable up to 180 days incarceration and a fine of up to $1000.
14. A violation of this Ordinance is punishable of a fine up to $1000.
The Board of Commissioners acknowledge the hardship and sacrifice that is being imposed on the businesses and citizens of Fulton County by these closures. These restrictions will be revisited as the COVID-19 pandemic evolves and changes, and are subject to revision as deemed appropriate for the health and safety of the citizens of Fulton County.
This Ordinance goes into effect 11:59 p.m., Wednesday, April 8, 2020.

Fulton County Property Tax Statements
Fulton County’s 2019 payable 2020 tax statements will be mailed April 14th. You will see that the tax bills will look different this year. You will need to use the appropriate spring or fall coupon when making your payments. If you are paying for the whole year at once, you can pay with one check but please send us both the spring and fall coupons and make sure your check totals both the spring and fall coupons.
The County Annex building is currently closed to the public until further notice. Please look for updates from the County Commissioners.
Property tax due dates are May 11th for the spring installment and November 10th for the fall installment. Due dates have not changed. Please make every effort to pay on-time. We are aware that the Governor has indicated late penalties will be delayed until July 10th. We have not received final details on this from the state yet. There are many questions and concerns that have not been finalized relating to the penalty delay.
It is understood that this is a difficult time for everyone, every household, every business and every government entity. Your property taxes provide funding for many government and public entities that must continue to have proper funding to provide the public services that are needed for all of us. Paying on-time is important.
As we exercise caution in dealing with the current health situation relating to the COVID-19 Virus, we are requesting the public NOT come to the Fulton County Annex building to pay your property taxes, unless it is absolutely necessary.

Beginning Friday, March 20, Rochester Community Schools will provide food routes and pick-up locations for our families. The meal packages are intended to cover five days per student. Cafeteria staff will develop meals for all free and reduced lunch students. If you would like this free service provided and are NOT on free/reduced meals, please email kathy.wilkinson@zebras.net or call 574-223-2159 ext. 5004 by noon on Thursday, March 19 so staff knows to package food for your student. This FREE FOR ALL service will last the entirety of school not in session.

There are three options that we are giving our community at this time (subject to change as we have
opportunities to evaluate the program).
Option 1: Email Alysha Marrs (marrsa@caston.k12.in.us) by 9:00 a.m. to inform her you will be driving through to pick up
bagged meals at the back drive by the football field at door #9 (right by the loading dock) between
11:00 AM & 1:00 PM Monday or Tuesday. Your email needs to include the number of children in your
household needing meals (anyone 18 & under). You can then conveniently pull up to that area and the bags of meals will
be delivered to your automobile -- no need to get out of the car!
Option 2: If you have no means of picking up meals during the pick-up time stated above, please
contact Alysha Marrs (marrsa@caston.k12.in.us) to setup for delivery. We will get back to you and do our best to deliver

The Fulton County Health Officer, Dr. David K. Reyburn MD declares the following guidance for funeral homes in Fulton County, Indiana, beginning immediately and remaining in effect until April 7, 2020. The order may be extended to comply with Governor Holcomb’s Executive Orders for the State of Indiana.
This order is given in conjunction with the Executive Orders released by Governor Holcomb for the safety of our state and local community.

In this taxing and uncertain time, our associates have gone above and beyond to help Americans get the food, medicine and supplies they need.
We care deeply about our associates’ health and well-being, and in recent weeks we’ve taken steps such as expanding our paid leave policies; closing our stores overnight for cleanings and restocking; installing sneeze guards and social distance markers in stores; beginning temperature checks; and starting to make gloves and masks available to associates who want them.
While many of our customers have been following the advice of the medical community regarding social distancing and safety, we have been concerned to still see some behaviors in our stores that put undue risk on our people. We want to encourage customers to bring the fewest number of people per family necessary to shop, allow for space with other customers while shopping, and practice social distancing while waiting in lines. We’re also seeing states and municipalities set varying policies regarding crowd control – which has created some confusion regarding shopping.
To promote health, safety and consistency for our associates and customers in this environment, we’re taking some further steps for our U.S. stores:
Regulating Store Entry
Starting Saturday, we will limit the number of customers who can be in a store at once. Stores will now allow no more than five customers for each 1,000 square feet at a given time, roughly 20 percent of a store’s capacity.
To manage this restriction, the associates at a store will mark a queue at a single-entry door (in most cases the Grocery entrance) and direct arriving customers there, where they will be admitted one-by-one and counted. Associates and signage will remind customers of the importance of social distancing while they’re waiting to enter a store – especially before it opens in the morning.
Once a store reaches its capacity, customers will be admitted inside on a “1-out-1-in” basis.
Shopping Inside the Store
We’ll also institute one-way movement through our aisles next week in a number of our stores, using floor markers and direction from associates. We expect this to help more customers avoid coming into close contact with others as they shop.
We’ll continue to put signage inside our stores to remind customers of the need to maintain social distancing – especially in lines. And once customers check out, they will be directed to exit through a different door than they entered, which should help lessen the instances of people closely passing each other.
We always want people to feel welcome at Walmart, and we know that in ordinary times a store is a gathering place for members of a community to connect and socialize. We look forward to the time when that is again the case; however, we now want to prioritize health and safety by encouraging customers to do their shopping at a distance from others, then head home.
As the COVID-19 situation continues to develop, our leaders and operations teams will continue to listen to advice from medical experts, associates and customers, and consider how we can best serve people while helping slow the spread of the virus. The health and safety of our associates and customers is what matters the most.

Beginning Friday, March 20, Rochester Community Schools will provide food routes and pick-up locations for our families. The meal packages are intended to cover five days per student. Cafeteria staff will develop meals for all free and reduced lunch students. If you would like this free service provided and are NOT on free/reduced meals, please email kathy.wilkinson@zebras.net or call 574-223-2159 ext. 5004 by noon on Thursday, March 19 so staff knows to package food for your student. This FREE FOR ALL service will last the entirety of school not in session.
Pick up locations are on Fridays from 11:00 am to 12:30 at:

We're happy to inform you that Caston’s Food Service Department will be providing free sack
breakfasts & lunches for all students every Monday and Tuesday, behind the school, located at Door 9 from 11-1:00..
There are three options that we are giving our community at this time (subject to change as we have
opportunities to evaluate the program).
Option 1: Email Alysha Marrs (marrsa@caston.k12.in.us) by 9:00 a.m. to inform her you will be driving through to pick up bagged meals at the back drive by the football field at door #9 (right by the loading dock) between 11:00 AM & 1:00 PM Monday or Tuesday. Your email needs to include the number of children in your household needing meals (anyone 18 & under). You can then conveniently pull up to that area and the bags of meals will be delivered to your automobile -- no need to get out of the car!
Option 2: If you have no means of picking up meals during the pick-up time stated above, please contact Alysha Marrs (marrsa@caston.k12.in.us) to setup for delivery. We will get back to you and do our best to deliver meals to convenient locations for families on Mondays ONLY.
